Requiement: we would like for the SPOOL ld to not purge
an incoming spool file (that is, leave it in the reader in HOLD
status) if the instance processing the spool file has not read
all of the spool file data. If pl_cblock->vc_ibw is non-zero
when the stop ack call to QueueSend is made, then the RSK should
not purge the file. If vc_ibw is zero, then the RSK can assume that
the instance has looked at and processed (in some fashion) all 
of the spool data and that it is now safe to purge the file.
