If pl_cblock->vc_ibw is non-zero when the stop ack call to QueueSend is made, then the RSK should not purge the file. If vc_ibw is zero, then the RSK can assume that the instance has looked at and processed (in some fashion) all of the spool data and that it is now safe to purge the file.
