Proxy ARP support transmit to the OSD adapter the IP addresses
for hosts connected to VM TCP/IP via point-to-point links,
enabling the adapter to deliver packets for those IP addresses
to VM TCP/IP for forwarding. When one of these point-to-point
links is stopped, its IP address is removed from the table of
addresses maintained by the adapter. However, code was
erroneously deleting all such IP addresses whenever one of the
 point-to-point device was stopped.

 PROBLEM CONCLUSION:
Code has been changed to delete only the IP address for the link
 that is stopped.
