DESCRIPTION - Record of changes to "smoothed" (i.e. averaged
over time) scheduler data. Generated at every
system-designated time interval. This data is
critical to scheduling algorithms.
NOTE : The time interval, designated by CP, is currently set at
30 seconds but may be subject to change in the future.
