 DESCRIPTION - Text of a MONITOR SAMPLE command that was issued
               during the sample interval.  All MONITOR SAMPLE
               commands except MONITOR SAMPLE START and MONITOR
               SAMPLE STOP are recorded, and in separate records.
               The purpose of this record is to identify changes
               that have occurred to the monitor profile during a
               sample interval.
