 LOCATED BY : ARSUSQUE.ARSDT for linked list of all ARUBKs
              for all Diagnose X'254' users on the system.
              ARIUNSQ.ARIBK for ARUBK owned by a diagnose
              user.  All ARIBKs for a user will point to
              the same ARUBK.
 CREATED BY : HCPARS on open of first connection for guest.
 DELETED BY : HCPARS on close of last connection for guest.
