 COMMENTS   : This block is used to manage hash table
              available collision nodes.  It keeps a pointer
              to the next block containing collision nodes,
              and a pointer to the first collision node in
              the page that is available for use.  Collision
              nodes that are available are linked together in
              a singly linked list.
