 DESCRIPTION: PROP Output Identifier Block
 DSECT      : OIDBLOK
 FUNCTION   : OIDBLOK maps the elements queued on PCOMOIDQ by
              the "SET OUTID ON userid outid" command, and is
              used by the message router (DMSPOS) to add the
              ID to the prefix.
