It's not in the RSK.  I can make this happen just at the Ready;
prompt when the RSK isn't even running.  It looks like a CP command
of some kind.

There seems to be a 'built-in' service in the RSK. After a RSK-based
server is brought up, typing 'ech' on the command line puts you into
CP Read status, and echos everything typed on the command line back to
the console. Typing 'end' ends it.
