 Fix abends in CMS queue management in a DCSS and add STFL to CMS
 initialization.

 This change has two parts:
 
 1. a fix to the code which handles queue management in a DCSS.
    The DCSS is used by SMAPI and now by TCP/IP's SSL server.
 
 2. the addition of a STFL instruction during CMS initialization
    to save various hardware information for later CMS use.
 
 If you are running the SMAPI servers or you have installed the
 latest TCP/IP SSL server updates, you will need the changes
 listed above.
