 Several internal Language Environment C runtime functions need
 to be enabled to allow the new z/VM 5.2.0 TCPIP MPROUTE function
 to run.

 COMMENTS:
 New to z/VM internal Language Environment C runtime functions
 have been enabled with this code.  These functions existed in
 the z/OS 1.4 level of LE, were not previously enabled on z/VM,
 and are required to successfully run the new level of MPROUTE.
 These functions are now enabled, the appropriate library vector
 tables are updated, and the C/C++ runtime libraries are rebuilt
 as well.
