 ERROR DESCRIPTION:
 IUCV connectivity between a VM TCP/IP host and a Linux guest is
 lost when an IUCV device is stopped and then restarted by TCPIP
 on VM (via the "NETSTAT OBEY STOP " and "NETSTAT OBEY
 START " commands.  After this, a VM "NETSTAT DEVLINKS"
 command shows the device with "Will retry connect" status,
 while the Linux guest reports the device as being "connected."
 and pings from the Linux guest result in timeouts.  The "Will
 retry connect" status on the VM host can be cleared only by
 recycling the Linux guest.

 An incoming IUCV pending connection request is not recognized as
 being associated with an IUCV link if the device is not started.
 In some situations, such as when a device is stopped and the
 IUCV path is severed, the other side may attempt to reconnect
 before the device is started. This connection attempt will be
 ignored and may prevent the device from being restarted.
 
 PROBLEM CONCLUSION:
 Code has been changed to recognize a connection request for an
 IUCV link regardless of whether the device is started. If the
 device is started, the request will be accepted; otherwise, it
 will be severed.
