 ERROR DESCRIPTION:
 The OMPROUTE multicast group 224.0.0.5 is not joined when an
 OSD device is activated via an OBEYFILE command.
 
 LOCAL FIX:

 When a device is started using OBEYFILE, the TCP/IP stack sends
 information to MPRoute indicating that the device is now up.
 Since the information is sent before OSD or LCS devices
 determine if they support multicast, it indicates that these
 devices do NOT support multicast.  Thus MPRoute does not join
 the routing multicast group 224.0.0.5.
 
 PROBLEM CONCLUSION:
 The device drivers for LCS and OSD have changed so that the
 MPRoute information is sent after the multicast support has been
 determined.
