 ERROR DESCRIPTION:
 User reports intermittent network Routing problems are
 occurring since having applied Proxy Arp support APAR PQ37902.
 Sniffer and VM TCP/IP ARP traces show that VM TCP/IP is now
 replying to ARP requests for any host for which it has an ARP
 entry.  The TCPIP server should only answer requests for itself
 and the hosts for which it is serving as a proxy.

 PROBLEM CONCLUSION:
 An additional check is added in ArpIn() procedure in TCARP to
 ensure ARP entry is truly intended for VM TCP/IP or its proxy.
