 ERROR DESCRIPTION:
 Currently SMTP handles a reply of 451 as a transient error on a
 RCPT TO command.  This will be expanded for 452 replies.

 The code in the DORCPT routine in module SMTPRPLY checks for a
 451 reply code and treats this as a transient error.   When this
 reply code is received, the mail will be delivered to all
 recipients that have been processed.  All recipients that have
 not been processed will be retried.
 
 In this new instance, a reply code of 452 is being received on
 a RCPT TO command but this error is not being handled as a
 transient error and therefore, it is not being retried..
 This results in some recipients not getting the mail.
 PROBLEM CONCLUSION:
 The DORCPT routine in module SMTPRPLY has been updated to treat
 a reply code of 452 as a transient mail system error.  Any
 non-processed recipients will be retried until the transient
 condition is cleared up.
