 DESCRIPTION - Text of a MONITOR EVENT command that was issued after
               monitor event data collection was started.  All
               MONITOR EVENT commands except MONITOR EVENT START
               and MONITOR EVENT STOP are recorded, and in separate
               records.
 NOTES:
    - The timestamp, MRHDRTOD, in the record's header also reflects
      the time the command was issued.
