              of data exist inside other control blocks
              and data areas (VMDBK, SYSCM, HCPRCC, etc.)
 CREATED BY : none (lockwords are static, or are "created"
              within other dynamically created blocks
              e.g., the VMDBK).
 DELETED BY : none (lockwords are static, or are "deleted"
              within other dynamically deleted blocks.
