 DSECT      : TZIBK
 Function   : This DSECT maps the definitions of local time
              zones intervals.  That means, when a local time
              starts and when it stops.  If the TOD clock
              value, or the local date/time, is within the
              limits of the interval, then we know whether
              or not we are in Daylight Saving Time.
